The 777s have a more sport-oriented tread, which gives you excellent grip on dry roads. However, the 999s, with their deeper grooves, are made for tackling wet roads better. Hope this helps!

In my personal experience, yes! I’ve found the performance in all conditions is noticeably improved with the 999s.
