I’ve been looking into this too! You can use a drawer slide kit that can support the weight of your gear. Make sure to measure your under-seat space first to get the right fit.
Don’t forget to consider materials! Plywood is a good choice for building the frame, and you can carpet it for aesthetic purposes. I’ve done this on my old truck and it looks awesome!
